i would appreciate it if you opened the appeal sending it to Oregon State Bar General Counsel

i emailed the candidates running for the board of directors once, as they requested the public do. and when they ignored my email, i emailed the candidate with experience working for an organization (mercy corps) managing sexual abuse by a founder, hoping her expertise would help free up the city resource (seaside parks district aka SEPRD) from ongoing discriminatory conduct.

eileen eakins letter to me, falsely accusing my general inquiries to a candidate of being harassment, after candidates have requested questions from the members of the public----struck me as excessive, retaliatory, discriminatory, and harassing.

I appreciate if General Counsel will re-open my complaint, so i can understand whether or not it is proper for an Oregon attorney to threaten potential voters for asking candidates for public office questions about federal whistleblower protections and current civil rights law.

It is my understanding that Eileen Eakins is seeking a permanent gag against me speaking about Chris Duffy's sexual assault, and wants to make me feel unwelcome at the community center where Chris Duffy asked me to work, prior to harassing me about his STD of herpes, grabbing my left breast repeatedly, and body slamming me whiplashing my neck to forcibly pin my arms and legs while subjecting me to nonconsensual rubbing of his erection on me, in retaliation for me denouncing his sexual harassment and unwanted groping as abusive.

It is my understanding that ADA, and Civil Rights Laws apply to how Eakins conducts herself, and her continued pattern of silencing a crime victim, and bullying victims of crimes protected by her organization, may fall afoul of best practices for tax-payer funded endeavors such as her park district which continues to employ the sexual attacker, and discriminate against me, his victim.

Under Bar Rule of Procedure 2.5 and as resources permit, the Oregon State Bar Client Assistance Office determines the manner and extent of review required to decide whether there is sufficient evidence to support a reasonable belief that lawyer misconduct may have occurred warranting a referral to Oregon State Bar Disciplinary Counsel for further consideration. Misconduct means a violation of the rules of professional conduct and applicable statutes that govern lawyer conduct in Oregon.

The Oregon State Bar Client Assistance Office has received further correspondence from you regarding your concerns about lawyer Eileen Eakins. I have reviewed your correspondence regarding the cease and desist letter Ms. Eakins sent to you in connection with your ongoing disputes with her client. While our rules prohibit a lawyer from taking action intended solely to harass or annoy as person, I could not find Ms. Eakins letter to have violated that rule or any other of our rules governing lawyer conduct.

We are unable to provide legal advice or assistance and encourage you to contact an attorney of your choice for assistance. If you need legal advice or assistance regarding Ms. Eakin’s letter, you may be able to get the name of an attorney to help you by calling the OSB Referral and Information Service at (503) 684-3763 or (800) 452-7636 (within Oregon).

Because I find no professional misconduct, I will take no further action on this matter. If you disagree with this disposition, you may have the matter reviewed by Oregon State Bar General Counsel, provided we receive your request for review in writing no later than June 18, 2021.
