Eileen Eakins has sent me a threatening letter to suppress my concerns regarding sexual assault by a Seaside Parks employee. In good will, with the latest "Transparency for SEPRD" and "Progress for SEPRD" i temporarily forgot, that Eileen Eakins had previously threatened me 2.5 years ago about reporting Chris Duffy's repeated beligerant groping of my left boob, bruising of my right arm, whiplashing my neck, pinning my legs and pinching my arms, after i rejected his attempts to grab inside of my pants to molest my genitals when he was grooming me for a quid pro quo sexually coercive thing which made me feel uncomfortable. Eileen Eakins acts as if my good will concerns about the ongoing issues at the park district, is a personal affront to her previous threatening letter prior to my obtaining a stalking order against the man who stalked and assaulted me. My concern, woman to woman, was if the park district was going to become a safe place for women, with a survivor-centered approach to open hearted listening to survivors of severe sexual violence. While i do not feel that the county, journalistic, or nonprofit culture has improved much, i was hopeful to see a Mercy Corps employee attempting to become elected to the Board of Directors responsible for continuing to employ the man who assaulted me and other employees who practice whistleblower retaliation to stifle opposition candidates and people who have suffered criminal wrongs at the hands of the Park Employee. Ms. Eakins has forgotten the most basic rule of libel, that truth is a defense to libel. The assailant himself admitted to attacking me to adult protection, so when Eakins fails to analyze his incriminating statements in the adult protection report, and thereby falsely defames me as stating mistruths, she really should ask the two people who were in the room what happened when mary Eng told Chris Duffy, "YOU ARE REMINDING ME OF AN ABUSER" and he violently slammed me down, hard enough to hurt and whiplash my neck, so he could grind his genitals on me, during his soliciting me to work at Senior Citizen Meals on Wheels which is DHS funded. I was hopeful that Mercy Corps institutional failings to Tania Culver who was raped by Ellsworth Culver, had led to some development of a greater respect and apology for abuse perpetrated by the institution. It is almost clear to me now that Eileen Eakins threatening letter, indicates that she is not willing to center survivors, and is promoting the culture of blacklisting complainers, which is an abuse of her role guiding a civic institution with a big budget. Whether or not a lawyer can censor crime victims from speaking about a sexual assault they experienced, i had forgotten her prior threat to me in December 2018, when i was eager for the new election to yield a more enlightened Board of Directors who would steer the Seaside Parks district in a better direction. My concern for comparing the Mercy Corps response to sexual abuse, with the Seaside Parks district response to sexual abuse, was in good faith, and in no way meant to cause any more alarm than would be caused normally by an institiutional sex abuse coverup, of which Eileen Eakins is leading, in order to pop the 6Million over to the undemocratic decision to renovate the asbestos filled school. With the current public outcry about corruption at the Parks District, i submitted questions to the debate, which were not utilized by the debate moderators, who did not respond. as the board ignored a very general email about the debate which is a pitch to educate the voters, i felt little faith or confidence in the rest of the board who seemed cherry picked by skyler archibald to rubber stamp his bad decisions. my faith that the Mercy Corps worker had experience in the field of navigating sexual abuse in the non-profit sector---was somewhat hopeful, that the Mercy Corps worker could help guide the parks district to not discriminate, retaliate, etc. My email was in no way meant to offend the mercy Corps worker, who has never done anything to me personally. I wondered if it was a sheer coincidence that both organizations she was working for had sex abuse scandals, or if she would cross pollinate enlightened attitudes with institutional coverup mode, or vice versa. I really dont know. It is unbecoming of Eileen Eakins to once again indulge her sick fantasy of harassing an attempted rape victim with threats of calling law enforcement on the victim, or putting a stalking order on someone for reporting a valid safety concern to a Board member who may have special expertise. If there is a rule about speaking to a board director's email without the other board members included as a possible Open meetings Law violation, i apologize if that is the problem. I stay very far away from the abuse protected by the Eileen Eakins firm, or anyone engaged in whistleblower retaliation or bullying of sexual assault survivors. I hope the good Oregon State Bar will perform due diligence in scouring the record for signs of witness intimidation and obstruction of justice. My websites are under cyber attack today. i do not infer that Eillen Eakins has hired a reputation scrubber or made specific complaints to ISPs but i feel firmly that in my First Amendment Rights to speak about the crime i suffered, any offended party, even the accused has the right to respond, even by attempting to monopolize the city resources, the city finance, the SDAO war chest, the flow of information. It is my understanding that such totalitarian tactics will not be tolerated forever, as they are ham-handed, much like the man who manhandled me. Wishing the women of community safety, has been a difficult endeavor, and is much like time travel. where rural poverty, meets a methamphetamine & opiate crisis, it is clear to me now the sticks need good governance, not mafia lawyer tactics, to intimidate and bully crime victims. Out of an abundance of caution i will have no responsive contact with Eileen Eakins and am reminded today of her 2018 Cease and Desist, despite the recent "transparency" and "progress" branding campaigns which falsely induced to me a sense that it was safe, to check and see if the women of the Seaside Parks district are ok.
